Inside/Outside Plant Global Support for Defense Installations
End-to-End Outside/Inside Plant (OSP/ISP) Implementation Support for the Department of Defense Information Network (DODIN)
Client: Department of Defense, Defense Information Systems Agency (DISA), and Mission Partners
Background
The Defense Information Systems Agency (DISA), a combat support agency of the Department of Defense (DoD), is responsible for planning, engineering, acquiring, fielding, and supporting global net-centric solutions that serve the needs of the nation’s warfighters. As part of its ongoing effort to modernize and secure the Defense Information Systems Network (DISN), DISA required large-scale Outside/Inside Plant (OSP/ISP) support services across more than 230 defense installations worldwide, encompassing both classified and unclassified environments.
Challenge
DISA sought a trusted, agile partner with the technical capacity, program management maturity, and infrastructure experience to:
Rapidly deploy secure and standards-compliant telecommunications solutions
Conduct site-level engineering assessments
Install and test mission-critical technologies such as Ciena 6500 and Juniper MACSec devices
Decommission legacy equipment (e.g., KG-340s)
Maintain strict compliance with DoDI 8100.04 and the DISA Approved Products List (APL)
Execute simultaneous deployments across geographically dispersed locations while maintaining seamless coordination with DISA Implementation Operations Center (IOC)
Solution
CRS’s Turnkey OSP/ISP Implementation Approach
Competitive Range Solutions, LLC (CRS) deployed a proven, repeatable, and disciplined methodology to perform planning, engineering, equipment procurement, installation, testing, and cutover of telecommunications systems under DISA’s technical directives. CRS provided full lifecycle Outside/Inside Plant support tailored to classified and unclassified operational environments:
Key Services Delivered
Task Order Management: Full-scope oversight, reporting, risk management, and schedule adherence across multi-location task orders.
Site Surveys and Engineering: Completed site surveys at over 230 Defense Installations, globally, many of which required OSP/ISP services. Developed detailed Site Survey Reports (SSRs), Site Concurrence Letters (SCLs), and SCL Addenda.
Pre-Implementation Planning: Identified power, grounding, rack space, and other readiness factors critical for installation success.
Secure Installation and Turn-up: Implemented and tested advanced DISN/DODIN telecommunications equipment including:
Fiber Trunk and Jumper Installations: Installed new trunk lines and fiber jumper cabling at sites like Capodichino; performed end-to-end connectivity validation.
Circuit Planning and Activation: Engineered and activated new circuits in compliance with Master Circuit Lists (MCL), including resolution of provisioning issues and ASIs.
Documentation and Reporting: Maintained detailed implementation documentation, IRs, circuit action records, and compliance tracking.
Collaboration and Communication: Coordinated with Government and Military Stakeholders
Results
230+ Defense Installations Supported across CONUS and OCONUS locations with zero mission impact
100% Compliance with DoDI 8100.04 and DISA APL requirements and DISN Implementation Standards
Seamless Integration of Legacy and Modern Tech including decommissioning legacy telecommunications equipment and successful new mission critical telecommunications equipment integrations
